The story of 2.6m of Missing Taxpayer Money . . . $2,600,000 of NYC tax payer funding to improve the historic Atlantic Avenue Tunnel, was officially appropriated by legislative acts of both the NY City Council and the NY City Board of Estimate in 1988. This funding was supposed to pay for the final design and construction of pedestrian "subway style" sidewalk entrances into the tunnel, along Atlantic Avenue at both Court Street and at Hicks Street. This money was then directed by the NYC Office of Management and Budget, into the NYC Department of Cultural Affairs (recall the "Bess Mess"), under NYC Adopted Capital Budget (1988) line # PV- 515 (see PDF). These monies were "earmarked" for payment directly to the AAALDC, which was supposed to "oversee" the tunnel project. I don't see any "subway style sidewalk entrances" into the Atlantic Avenue tunnel- DO YOU? :-) Where did this legislatively appropriated tax payer money go?
